25 Overs Matches |
All matches will be played under the existing ICC / MCC laws unless specified as below.
1. Players must have a valid residence visa and should be registered with any of the councils to
represent a Club / team. Two visit visa holders can represent a Club / team after due registration in a Council.
1(a) A maximum number of 18 players can participate in the league stage of a particular Tournament including the 2 visit visa holders.
1(b) No player shall be allowed to play in the KNOCKOUT STAGE of any tournament UNLESS he has played in the league stage of that tournament, even if he has been a registered player of the team.
1(c) A strict policy will be followed for a player to be registered with one council and play for one team for the entire duration of the season.
1(d) A player can take one transfer from his present team to a new team for the balance duration of the current season with an undertaking that he will not play for the previous team in any of the ongoing council tournaments. The Council shall charge Dhs.500.00 as transfer fees, while a second transfer if required, shall be the sole discretion of the Council.
2. All Teams should produce the “TEAM REGISTRATION CARD” 2007 / 2008 during the Match to the Umpires or any official of the Council otherwise the Council has the right to take any action
3. Special dispensation for a player from Abu Dhabi to play in Northern Emirates and vice versa:
Any Registered player with ADCC is allowed to play for a team in tournaments organized by Ajman / Dubai / Sharjah cricket councils for one full season. The team should inform both the councils before the start of the tournament. Similarly any registered player from Northern Emirates can participate in the ADCC tournaments by informing the councils prior to the start of the tournaments.
4. All teams will play preliminary single league matches with each other in their respective
group. Top two teams in each group will advance to the knock out stage of the tournament.
5. All teams are required to complete 25 overs in the allotted time of one hour and forty minutes excluding breaks. Failure to do so by the side fielding first would attract a penalty whereby batting, the number of overs bowled short would be deducted from the allotted overs.
For example, if a side bowling first has bowled only 23 overs in the allotted time, then they would be allowed to bat for only 21 overs and so on. Should the team bowling second not complete their quota of over in the allotted time, 10 runs or the average sum rate whichever is more will be added to the opponent for each over bowled short. The umpires will decide time delay during the match, if it is possible then they will enforce penalties. Each bowler can bowl a maximum of one fifth of the allotted overs. Teams arriving late and delaying the start of the match will also be penalized as above in addition to losing the toss by reduction in their allotted bowling time. For example the start of the match is delayed by 10 minutes the defaulting team will be penalized by deduction of 10 minutes from their bowling time.
6. One bouncer per over just above shoulder height in an upright position will be allowed. If a bowler bowls a second bouncer in the same over the umpire shall give a final warning to the bowler and intimate the captain as well as give a bonus of 2 runs and an extra ball as it will be called a NO Ball. A repetition of bowling more than one bouncer after the final warning will result in Umpire stopping the bowler from bowling any further in the match. All bouncers over the head or out of reach of a batsman will be called NO BALL. Straight medium fast full toss over waist height in upright position will be called a ‘No Ball’. One run will be awarded for every first ‘No Ball’ & ‘Wide Ball’ in addition to the number of runs scored off them. 2 runs to the second bouncer bowled in the same over. The Team Management should accordingly brief team scorers.
7. Not more than five fielders on the ON SIDE of the wicket are permitted. In a 25 over match, only two fielders will be allowed to field outside the thirty yards circle in the first 7 overs of an inning .In case of any change in the number of allotted overs, the field restrictions will be limited to a maximum of 30% of the total number of allotted over (fraction of an over will be ignored).
8. A free hit shall be awarded for every front foot no ball bowled. Free hit implementation shall be as per ICC regulations.
9. In case of a doubt for a six or boundary or any other doubtful decision the umpires shall
decide after consultation first with his colleague umpire. If still in doubt he may take the
assistance of any other neutral person or give a judgment on his own. Team player’s signals shall not be considered.
10. In case of a tie in a league match the points shall be shared. In case of a tie in the knock out stage a bowl out shall decide the winners. The bowl out shall be carried out as per ICC regulations.
11. In case the match is abandoned due to rain or any other reason in the league round and
there is no possibility of play, then one point will be awarded to each team. However, in
case the match is abandoned due to rain or any other reason and there is no possibility
of further play once 15 overs have been completed by both the sides, then the scores at
the 20, 15, 10 Overs and so on will determine the winner.
12. In case of interruption by rain or any other reason, an over for every 4 minutes lost will be deducted from the allotted overs in the first innings and the same number of overs will be played by the team batting second. Match will not be of less than fifteen overs to achieve results. However in matches where the side batting first bats for the allotted overs and the innings of the side batting second is interrupted by rain or any other reason, then the side batting second will have to maintain the required over all scoring rate (runs per over) of the side batting first. For calculation of number of overs, any incomplete over will be counted as a full over e.g. 24.1 or 24.4 overs will be considered as 25 overs.
For example, if a side bating first scores 125 runs in 25 overs, their overall scoring rate (runs per over) is 5 runs per over. Now if the innings of the side batting second is interrupted by rain or any other reason and suppose they lose 5 overs from their allotted overs, they will have score 101 runs to win the match (20x5 runs per over being the average of the side batting first).
13. The following points will be awarded in the preliminary matches:-
i. The team winning the match - 2 Points
ii. in a ‘No Result or Tie’ match, each team - 1 Point
If the teams are equal on points when deciding the group qualifiers, the team which has beaten the other team in the group match will qualify. If there is a tie in the group match in the head to head match of these two teams, then the team with a better net run rate shall qualify. If three teams are on equal points then net run rate will decide the group qualifiers.
14. Protest other than that on umpiring decisions within the scope of the Laws of cricket shall be lodged within 24 hours along with a fee of Dirham 500/- The committee’s decision will be final and binding to all concerned.
15. Teams are expected to ensure that proper sportsman spirit prevails during the matches. In case of any breach of this code, strict action including fine/ban will be imposed based on umpires or council representative report. Teams will be called for an explanation before the action is taken and Disciplinary Committee ruling will be final and binding on all the clubs. The disciplinary committee will consist of three council members one will be from host council and other two from different councils.
16. The Council has a right to disallow any team from participation in any of the council
tournaments for non-payment of the tournament fees or council fines. Fees must be paid upon confirmation and all councils will stop teams from participation in the tournaments unless the outstanding amounts have been cleared.
17. Team captains shall be responsible to complete score sheets immediately after the
completion of the innings and the council /umpires will have the right to penalize the
team captain for non compliance .
18. All Teams will be required to play matches as per the schedule of the council and no
postponements will be allowed. Teams wishing to play in more than 2 simultaneously
running council approved tournaments will need to play 2 games in a day for Division B
tournaments. Fixtures will be displayed on the council approved websites and/or
newspaper. It shall be the responsibility of the clubs to ensure that proper information is
received by contacting the council representative in case of any doubts.
19. All players and teams are strictly advised to refrain from playing in unrecognized
tournaments not approved by any of the councils. A list of council approved tournaments will be published in the media and on the popular websites
20. All Managers and Captains are advised to ensure that Helmet are worn at all times while the batsman are batting. Council is not responsible for any injuries to players on the field for any reason whatsoever.
21. The council shall have the right to change the match schedule, shift grounds, timings etc at any stage of the tournament. |
